Thanks for the quick answer. I made the change and now see a list of users.

BTW, Doing a search "restrict_owner" finds the TracTickets page in the wiki, 
but searching for "Assign to" as is on the new tickets page does not the wiki 
page as it is labled "Assign-to". That dash makes all the difference in the 
world. ;-)
