For now, there are only two settings available:
  1/ prefilled-list of existing user (in this case, the answer to your
question is no)
  2/ free text (in this case, the answer to your question is yes)

I don't know whether it might be interesting to have a "free-text" +
validation option. AFAICT, this option does not exist yet.

There's a misunderstanding here: it is not "my" project, I'm just
another *user* of Trac. I fulfill my needs and often goes beyond my
initial expectations. So what does Trac bing to me? A clean, powerful
and quite reliable wiki + ticketing system for software development,
which I can tailor to my needs and customize when I need to. It
integrates smoothly with our SVN repositories.
