Marc-Antoine Zizka: I don't understand what you mean here... The local trac.ini that gets installed DOES include the things I'm trying to override. How do we prevent that file from having [notifications] or something so that it uses what we've specified in the global ini.
Right now I can't tell if its bringing anything in from the global trac.ini file.
