Hi
    I completly agree that /var/lib/pgsql/data is not the correct
place, but I was not given a choice of choosing the location .

In answer to the questions :
     I did not use createdb command but I logged into the db using
psql and did a CREATE DATABASE ( Will this make a difference ? )

    I specified the url in trac-admin as 
postgres://<user>:<password>@localhost:5432/tracdb
