There's still a lot of work going on in trunk, we're not yet in "code 
freeze". See http://trac.edgewall.org/wiki/TracDev/ToDo for the short 
list of things that we want to finish for 0.11.

We do the potentially disruptive changes in work branches (see in the 
/sandbox), but of course there are a few glitches now and then. They are 
usually fixed within the day they are reported, so if you can deal with 
that, it's ok to use trunk.
