If anyone else ever has this problem -- I worked around it by using the sqlite 
browser (http://sqlitebrowser.sourceforge.net/) to view and edit the trac 
database. I set the time field for the version table to the empty string for 
all my versions.  With all the time fields set to blank, the versions now sort 
by version number.

As an aside, I note that in Trac, I can delete the time field for milestones, 
but I cannot do so for versions. I suggest that Trac allow deleting time fields 
for versions, and that it always sort the versions (and milestones) by version 
number, not date/time.
