This is something I only just noticed myself. It's an artifact of some code to "normalise" attachment permissions. Trac code can now use ATTACHMENT_* permissions and a component maps these to the appropriate *real* permissions in the background. Unfortunately, the user sees the ATTACHMENT_ permissions. Check that you have the appropriate WIKI_VIEW or TICKET_VIEW permissions to view the attachment.
