That doesn't explain where the 'somebody' comes from, since I can't find that as a user anywhere. It is literally 'somebody', I wasn't using that as a mask or pseudoname like 'foo'.
But it does explains another behavior I had seen, where the owner was defaulting to one of our registered users for a new ticket. Turns out he was listed as the owner of a component. Is there a way to have components without owners? Doesn't seem possible with WebAdmin, which I'm using.
