Well,

I am using Trac 0.10.3 under xubuntu.

I were not aware of the plugin, I just followed the official
documentation of trac where it explains that by just adding the
'TRAC_ADMIN' permission to a user the menu Admin is displayed. See:
http://trac.edgewall.org/wiki/TracPermissions

I saw the plug-in you told me, I thought these features where embeded.
