There is no source code online for the Trac wiki macro per-se.  But
you can read how to create your own wiki macro here:
http://trac.edgewall.org/wiki/WikiMacros#DevelopingCustomMacros
(granted, this page is somewhat out of date, but it should still do).

We basically just copied the HTML and the cute clock icon from the
Wikipedia template that Aaron linked to, and added support for a
couple of arguments so that it works the same as the template.  The
macro itself simply returns the resulting HTML.
