For what it's worth, I had a really easy time getting Trac 0.11 (and 
Subversion) running on Windows 2003 x64. I suspect that it would have 
been slightly easier on Ubuntu, but not by much. I don't have any 
ancillary bits running, so I can't offer my opinion there. I suspect 
that, as has been suggested before, it's all down to which you'd rather 
administer.
