No, 0.11 (and Genshi 0.5) support >=2.3. It is looking very likely we will
drop 2.3 support in Trac 0.12, but this isn't solidified yet. The 2.5
disclaimer is just because it is easier to get Trac working with it, as the
SQLite bindings are included as part of the standard library.
