So, Noah answered the question about python version.  As far as the rest 
goes, I've successfully upgraded many trac sites without backing up 
anything.  However, that's probably foolish on my part.  So, to be safe, 
make a backup of your trac environemnt, the whole directory, and then 
also take a pg_dump of the db that your trac environment uses.  Then, 
you're safe to run:

trac-admin /path/to/env upgrade --no-backup
