Sounds like you want your own VPS account. I use Tektonic.net and like them a lot. Something shared like dreamhost may be cheaper, but you may not get quite as much flexibility with Apache/PHP/MySQL etc. Actual Trac hosting sites will generally not let you install plugins yourself, and will almost certainly not let you install random PHP scripts.
