I started the mod_wsgi install, but only had a few minutes. It looks
like the xampp apache is causing more problems in that I pointed to
it's apxs (/opt/lampp/bin/apxs) and then the configure could not find
build/config_vars.mk which doesn't exist because this isn't a
"buildable" version of apache which is the root of all the problems
I've been having.

I'll look at it again later, but I think I'm going to have to build a
second apache server and use that on a different port for the svn and
trac stuff. At least I'm leaning towards moving in that direction.
