Go on your trac server not the web gui

cd to run the admin.sh interactively    (on my system it was 
/apps/trac/var/trac/admin.sh)

the command is: 
permission add <userid> TRAC-ADMIN


This will give you trac admin privileges and when you launch a new explorer 
window and login to trac you should see the admin button on the screen.

What version of Trac are you running? It was never mentioned...
