Good question,

   I'm building a site that is designed to help get documentation built.
The idea is that a small group of people (marketing, customers, etc...) can
generate a list of tech notes that they want (tickets).

Once the ticket is in the system, it'll be automatically assigned to the
next 'doc generator' that submits a ticket.  What I'd like to do is just
randomly pick any 'non-working' ticket and assign it to someone who just
submitted their ticket.
