There are a couple of ways that I can think to do this, and I have
implemented both of these for myself:

 1. Run a cron job that queries the DB for unassigned tickets and sends a
notification email.
 2. Install the AnnouncerPlugin [1], set a component owner for each
component in the Trac DB, and make sure that each user has set the
preference `Notify me of changes to tickets that belong to components that I
own.`  Eventually it should be possible to specify this preference globally
[2], but not at present.
