tracd --version and trac-admin --version both should report the installed version. If you get "0.11", then you have 0.11.0. It is always recommended to upgrade to the latest available minor version, but it is also a good idea to backup your data before doing that. easy_install Trac==0.11.7 should do the trick for you.
