Dang, should have understood what I read!  Yes, you do need to be
careful when you design your new workflow that you provide all of the
existing states in use and, if necessary, a way to trasition them to
your appropriate new state.  Apart from that it should be OK.  You will
need to restart the Trac instance to read the new workflow...

I guess you should not change the state names without good reason.  For
example, we basically kept the same states but added a new testing phase
(based very closely on one of the stock examples).
