Thanks Paul, that is helpful. I think I found the underlying issue is that I changed the email notification setting in the trac.ini file for reporter back to true recently for another user and now the person is seeing these emails again. I don't like changing the name of the person who originally reported the problem, since lose a little of the obvious history (unless go back through history chain). Guess there is no nice way to add an exclusion on the email notification reporter=true except for users a, b, c, etc....
