The way we do this is generally in the upper right hand corner above login/helpguid/preferences, there is a search field. Enter the keywords and click search it will list the results in everything. You can narrow it down some by
deselecting the checkboxes for changesets, Milestones, and wiki and search just on tickets. Works pretty well most of the time, although it doesn't target the "comments" field specifically or a specific ticket directly.
