I am running Trac 0.11.4 with the Agilo plugin.
I have given a group of users TICKET_APPEND permissions, yet, they can only
append attachments to tickets that they currently owners.
Is this the expected behavior? If so, how can I allow any group (user) to
attach files to any ticket without giving out TICKET_ADMIN?
