I think this list gets populated as you add your users and their permissions to trac.
And the names show up, once they have logged in at least once. Currently, my default ticket only has "Assigned to" as a single field. But I want to have a list of people that I selected from a pull-down menu just as all the other Tracs are displaying. Looking through [ticket], [ticket-custom], [ticket-workflow], [timeline], [trac] I see nothing relating to a user menu listing.
