Yes, I've experienced that before for new users. At first they wont be listed on current tracs until I add them to the Admin section, and once they visit the page at least once.
But in this case, I've created new Tracs projects and I've added all the SAs to the Admin page (with TRAC_ADMIN privileges). And even they aren't showing up on the pull-down Assign-to Menu.
