One thing that I want to make sure is that the /apps/trac/projects/projecta and projectb folders are owned by the correct user.
It looks to me like you're running RedHat, correct? I wouldn't run tracd webserver. Use Apache with wsgi. The instructions on the trac site are very useful for installing wsgi and setting it up.
