You shouldn't need to do anything for the permission to appear other than
successfully installing the plugin. Are you sure that the plugin is loading?
I suggest setting your log level to debug, restarting Trac and inspecting
the logs.
What version of Trac are you using? As far as I know it hasn't been tested
with Trac 0.12.
