The original patches are pretty old yes, but you can ignore those. The most recent patches are currently on bitbucket [2].

You mean "Month/Day/Year" instead of "Day.Month.Year" for example?
At least in 0.13 you can actually already change that in the preferences [3] and set a default in trac.ini [4]. Installing Babel might be needed for different language specific formats.

But this doesn't affect custom fields or plugins of course. (That's where the patches come in.)
