Posting your [ticket-workflow] section would be immensely helpful to understand the issue, especially as it seems like a syntax error (no load after ini change). By chance, did you already seek more insight by enabling DEBUG logging in your trac.ini and looking at <env>/log/trac.log at Trac environment load time?
