I remember someone already mentioning, that technically the Trac system will open the connection, from inside the DMZ then. That should work in general, if not countermeasures like content and IP address filtering is applied (likely in cooperated environment). Still I'd call it playing nice with IT guys to ask for clearance, sure. I'm not up-to-date on current DMZ concepts, so there is a small chance, that a Trac system could be used to bypass some user restrictions. But if so, this could also be seen as bad design, and fixed. Your openness should grant you the lead positions, whatever policy is in place, or you're in a painful situation anyway.
