What I said here is not really true. I failed to dig deep enough: http://trac.edgewall.org/browser/trunk/trac/ticket/web_ui.py?rev=11493&marks=1247#L1212 In Trac 1.0, when there is a collision, there should be a message like this, above the comment edit box: <https://lh5.googleusercontent.com/-BOVN7fWXU4Q/UScdfjMvptI/AAAAAAAAAdU/Dv4xPkOoqPg/s1600/Warning.png> However, you should still be able to submit. I even tried this with JavaScript disabled, and it still works fine, just requires the Submit button to be pressed twice. Do you see a message like the one shown? A plugin causing a problem is always the first best guess.
