I was importing a trac repository from an older version of Fedora and there 
were no problems with it previously.  At one point I had to do some sort of 
update on the repository (older version was 0.12 or so).  I did a "yum 
install trac" on Fedora 19 and installed the account manager plugin.  
"tracd --version" says it's 1.0.1.  I do the following commands


    tracd --port 8000 $FLAMINGO_DIR/trac                                   
(FLAMINGO_DIR 
is where the repository is located and I've used it as a system variable 
and type in entire path also)
    in mozilla go to: 
http://localhost:8000                                      (can browse the 
entire repository and all the tickets)
    htpasswd -c /home/penguin/flamingo/trac/.htpasswd admin
    trac-admin /home/penguin/flamingo/trac/ permission add admin TRAC_ADMIN
    tracd --port 8000 $FLAMINGO_DIR/trac


I previously added this line to /etc/rc.d/rc.local to autostart (this line 
currently doesn't help).

    tracd -p 8000 
--basic-auth=trac,$FLAMINGO_DIR/trac/.htpasswd,$FLAMINGO_DIR/trac 
$FLAMINGO_DIR/trac  > $FLAMINGO_DIR/trac/log.txt&

So, the repository is there in it's entirety.  I look at the log message of 
the tracd command it tells me things are loading but no information on what 
the authorization problem is and maybe (looked in log.txt) and maybe I 
don't understand where to look for log messages that will help.  I 
restarted the browser and machine and done a few things that I saw on help 
forums but I can't get past an authorization problem.
