There is no global setting. If you really want to set it for all users you could manipulate the session_attribute table: http://trac.edgewall.org/wiki/TracDev/DatabaseSchema#DatabaseSchema0.12 Relatively speaking this is not extremely difficult, but you'll need to hunt around the codebase and figure out what values to set in the session_attribute table, and then write a query.
