In absence of a reply from a Japanese user, I think you are pretty safe to 
remove any translated versions of Trac. Trac has supported translations 
since 0.12, so if it's a pre-0.12 version of Trac then it's likely just a 
historical artifact.

The translation chart for 1.0-stable shows the Japanese translation to be 
100%:
