Nothing else should be required. If you are logged in and able to view the 
Plugin Admin Panel then you must have TRAC_ADMIN, so it couldn't be a 
permission issue. I would take a closer look at the logs, for any messages 
related to TicketMoverPlugin.

I tested on Mac OSX rather than Windows, but if there is an issue 
specifically on Windows then I assume we'll find something in the logs.
