I have one Trac of version 1.0, and I just tried the section 
[svn:externals] in trac.ini, and it works fine for me.


If I understand correctly, the user wanted to do the svn external of 
following direction:

https://<my_server>/svn/BBB/BBB -> https://<my_server>/svn/AAA/ws/sa/BBB

I don't think the root folder of svn could be nothing but a simple external 
property. There should be at least one folder (BBB) to hold the external 
property (BBB/BBB)


If that's the case, the set up of trac.ini should be something like this:

[repositories]
AAA.url = https://<my_server>/svn/AAA
BBB.url = https://<my_server>/svn/BBB

[svn:externals]
1 = https://<my_server>/svn/BBB/BBB 
https://guswla02.utcapp.com/trac/AAA/browser/$path?rev=$rev
