OK... so I did the following and seem to have a working install.

run Setup-Subversion-1.6.6, install to C:\Subversion
confirm c:\Subversion\bin is in path
run python-2.6.5, install to C:\Python26
confirm c:\Python26 is in path
run setuptools-0.6c11.win32-py2.6
run Genshi-0.6.1.win32
run as Administrator Trac-0.12.7.win32
restart
run svnadmin create C:\svnrepositories\MacKay
cd C:\Python26\Scripts
run trac-admin C:\trac initenv
run in acct_mgr-0.4.4, python setup.py install
run in configobj-4.7.2, python setup.py install
run in finegrainedpageauthzeditorplugin\0.11\python setup.py install
run tracd -p 80 c\trac  

I can browse to the sever and get the entry page

I assume the next step is to move the trac/svn from the old server to here.

on the old server the directories are:

c:\trac

|_ attachements

|_ conf

|_ db

|_ htdocs

|_ log

|_ plugins

|_ templates

c:\svnrepositories\MacKay

|_ conf

|_ db

|_ hooks

|_ locks


*Do I directly copy the 'trac' and 'MacKay' directories over the same 
directories on the new server since when I did the install I specified the 
same directories?*
