This is an often discussed topic, but implementing multi-project in Trac 
will require a lot of effort. Hopefully it will happen someday.

One recommendation. If you go with a plugin such as 
SimpleMultiProjectPlugin, make a clone of your Trac instance and thoroughly 
evaluate the plugin before committing to it. It has a few rough edges in my 
experience, or may not be exactly what you are looking for.
