The topic has been discussed several times This is an often discussed topic, but implementing multi-project in Trac will require a lot of effort. Hopefully it will happen someday. One recommendation. If you go with a plugin such as SimpleMultiProjectPlugin, make a clone of your Trac instance and thoroughly evaluate the plugin before committing to it.
