The first two things that come to mind are:

1. Issue might caused by a plugin, or the interaction of two plugins. Try 
disabling the plugins one by one, do a hard refresh of the page after 
disabling each, and test.
2. Are you using the jQuery version that ships with Trac? Some package 
managers like Debian use a newer version of jQuery. Here are the versions 
that ship with Trac:

You can find your version listed in the System Information section of the 
/about page.
