It is the issue in Trac 1.2 and has been fixed in Trac 1.2.1.
Also, [notification] default_format.email option is introduced in Trac
1.2.1, doesn't exist in Trac 1.2 yet.

Please upgrade to Trac 1.2.6, at least 1.2.1.
