It seems like the above will resolve most of your issues.

Because I like being complicated: Write an svn hook so when a file in the repo is updated, it modifies trac.ini and say, adds a new product. I do this for our Systems people. They edit the hosts file in their repo, the hook calls a script which parses and verifies the file format and it gets scp'd over to the trac box where another process rewrites the SYSTEMS.options line appropriately.
