  I have enabled logging and it does not print any error messages
(unless of course I change permission on folders then it does). Also
before I emailed this mailing list I looked around for information but
was unable to find anything relevant to the issues I am currently
having.

  On another note I tried Trac's integrated web server, and that doesn't
work either, so I do not believe it is a Apache configuration issue. I
will keep looking around to see if I can find any other information.

You can try to look in the ML archives, there're already a couple of
issues about FCx and email notifications.

You can also try to activate the log at 'DEBUG' level, so that you get
error messages about notifications.
