I think the best way to reduce the clicks count is to be able to perform simple actions on the tickets in the reporting screen itself, e.g changing the status, milestone or owner. Also to perform some simple sorting actions like rearranging the work order by moving tickets up and down or dragging tickets around.

I don't know whether this is possible without java/javascript or other tools (AJAX?) I just think, that people performing such activities are mostly project managers, and if they want to have a better "click" experience, higher programming logic shouldn't be banned. But again, I have no experience in Web programming, so this is only a guess.
