Yep. Tested from the same machine (laptop) against both servers with the same results, and is reproducible on any browser/platform. The servers are both using Apache 2.0.x, mod_python, FastCGI, etc. There are no proxies sitting in front of either server.
My gut feeling is that something was either misconfigured or corrupted on the server with the "refresh" delay. I'm just not very familiar with python or sqlite, and definitely not comfortable poking and prodding around possible sensitive files.
