I guess you're refering to the Trac server of your company, not
edgwall.org's, aren't you?

You need to click on "New Ticket" button on the main menu bar (have a
look at http://trac.edgewall.org).

If you can't see the "New Ticket" button, first try to login on the
system ("login" on top of the page). If you still can't see the button
once you've logged in, this means that the Trac administrator did not
give you the permissions to create new tickets, so you need to contact
him.
