Provided you have permissions, there will be a "New Ticket" link in the navigation bar at the top of the page.
If you don't have permissions, then you'll have to figure out how to get them. If you have access to the actual trac installation, then you can say:
trac-admin /path/to/trac/env permission add myusername TICKET_CREATE -John _______________________________________________ Trac mailing list [email protected] http://lists.edgewall.com/mailman/listinfo/trac
