My apologies to all.  I made an assumption and it did, indeed, make an
ass out of me.  Trac reports errors one at a time rather than
detecting all and then displaying an error messages.  I also left the
Summary blank so that no ticket would actually get entered and only
the summary error message was displaying.  From that I assumed that
the empty version value was being ignored.

Again, I apologize for wasting anyone's time.

version.required = true
milestone.required = true

After noticing that it didn't work, I bounced Apache and that made no
difference either.

Any suggestions or wisdom would be greatly appreciated.
