Nope: if you want a user to automatically receive notification emails,
you need to activate some flags in the trac.ini configuration file.
Look for "always_notify_*" entries in the config file and the matching
documentation on the web site (TracNotification).

A user can be notified automatically (if the matching option is
enabled) if he is the owner of a ticket or the reporter of a ticket.
Users can also subscribe on a per-ticket basis if they add themselves
to the "CC:" field of a ticket.

Another option to receive a copy of every email that is sent by Trac
is to add the recipient address to the smtp_always_cc value of the
configuration file. You can use an alias here (which can be resolved
on your SMTP server), or a mailing list address, for example.

Phrased another way, when filling out a ticket, must a user's email
address be entered in the reporter or cc: inputs?  Or, will the system
use the email address stored in Settings?
