I tend to see this message from PayPal when I am using Opera or Firefox.  
Somtimes logging out and back in fixes it, sometimes I have to shut down the 
browser and start it back up to flush the cache.

When all else fails I (shutter) use Internet Explorer and it works everytime.  
I honestly think that its a compatibility issue that PayPal has with some third 
party browsers.
