I think it's something bigger than that. I checked and there haven't been any PayPal sales this week. That's very unusual.
I'm going to have to set up a second account so I can test. No one on the osCommerce forums is complaining, so it doesn't sound like an API issue. Whenever the post office changes their API, a hundred osC users start screaming at once.
